Higher Education Fund Unit

 The Higher Education Fund Unit at the College of Medicine – University of Anbar is one of the administrative and financial units directly linked to the College Dean’s Office. It is responsible for managing financial matters related to the revenues and expenditures of the Fund in accordance with the regulations and instructions issued by the Ministry of Higher Education and Scientific Research.

The main duties of the unit are as follows:

1. Revenue Management

  • Collecting tuition fees for evening or parallel study programs.

  • Collecting fees for university services (student ID cards, transcripts, copies, etc.).

  • Following up on other revenues permitted by law.

2. Expenditure Management

  • Covering service and educational needs of the college not funded by the general budget.

  • Financing scientific, cultural, and student activities.

  • Contributing to infrastructure support and administrative/technical requirements.

3. Financial and Statistical Reporting

  • Organizing records and accounting entries related to the Fund.

  • Submitting periodic financial statements to the University Presidency / Higher Education Fund Department.

  • Preparing estimated budgets and annual expenditure plans.

4. Monitoring and Oversight

  • Ensuring that funds are spent in line with applicable regulations.

  • Cooperating with the Internal Audit and Control Unit in auditing transactions.

  • Maintaining transparency and integrity in all financial dealings.

5. Serving Students and Faculty

  • Providing financial facilities for students (fee refunds, issuing official receipts).

  • Supporting scientific and training projects.

  • Contributing to the funding of development activities for both faculty and students.
